Renamer, UnRAR and right-click fails on special char

This is a multifaceted problem, all caused by a single character.
I have a large group of files all containing a single chinese character in the name (which I can only assume is an upper ASCII char). Within AS I cannot right click on any of those files (the menu will not appear), Renamer plugin will error when trying to remove that character and alt-f9 (unpack) tells me it is not a valid rar file and abort.
If I rename one of these files using F2, all of the above will work fine on that renamed file. That single char is killing 3 different functions of AS.
Attached is an example file
